At COP 30 in Belém, Parties came together to decisively transition to a new era focused on implementation. The Belém Mission to 1.5 was conceived in the context of the Global Mutirão Decision, aimed at enabling ambition and implementation of nationally determined contributions (NDCs) and national adaptation plans (NAPs), to reflect on accelerating implementation, international cooperation and investment.

Parties entrusted the COP 31, COP 30 and COP 29 Presidencies to steward the Belém Mission to 1.5 process, and we – Türkiye, Australia, Brazil and Azerbaijan – are collaborating closely to deliver on the mandate.

The Belém Mission to 1.5 will involve a series of activities and engagements throughout 2026 focused on identifying key opportunities to enable and accelerate the ambition and implementation of NDCs and NAPs, as well as reflecting on ways to enhance international cooperation and investments in those climate plans.

We invite all Parties and other actors to contribute their knowledge, perspectives and expertise in support of this initiative. The Mission will be shaped through submissions, consultations and exchanges with Parties, industry, financial actors, civil society, academia and all interested stakeholders. Throughout 2026, we will actively engage with all stakeholders and ensure inclusive and transparent consultations through holding convenings to collectively shape the Belém Mission to 1.5, including at major international meetings.

The Belém Mission to 1.5 will culminate in a report released ahead of COP 31, outlining key opportunities, barriers, and actionable solutions to keeping 1.5°C within reach and strengthening adaptation and resilience in a changing world. The report will focus on high impact action areas and solutions, as supported by best-available science and evidence. The primary audience is decision-makers across the climate change ecosystem, including policymakers, business and technology innovators and investors.
