Young people as architects of climate solutions, not just inheritors of climate risks.

With 1.8 billion people aged 10-24, youth represent the generation that will experience climate impacts longest — yet their meaningful participation in decision-making remains limited. COP31 will strengthen climate literacy, intergenerational knowledge exchange, and youth engagement in climate processes.

Core Focus Areas

Meaningful Voice in Negotiations

COP31 aims to move youth participation beyond symbolic representation toward genuine influence at the negotiating table and across formal climate processes. Structured channels and direct access to decision-making mechanisms will be opened to young delegates.

Climate Literacy and Education

COP31 supports the development of national and international education frameworks that strengthen climate literacy. The Presidency promotes curriculum-ready resources and capacity programmes for educators.

International Youth Cooperation

Deepening cross-border collaboration between youth networks and institutions is a COP31 priority. Lasting platforms for knowledge sharing, joint initiatives and institutional partnerships will be established.

Green Workforce Capacity

COP31 supports capacity-building programmes that equip young people with the skills the green economy demands. Training and professional development will be aligned with the broader green workforce transition.

High-Level Youth Dialogue

A high-level dialogue platform will bring youth leaders together with decision-makers and stakeholders. It is designed to make intergenerational exchange and shared solutions a permanent part of the agenda.
