Blue Zone

The Blue Zone is the official conference area of COP31, managed by the United Nations Framework Convention on Climate Change (UNFCCC). It serves as the central space where the formal climate negotiations and official meetings of the conference take place. During COP31, the Blue Zone hosts national delegations, international organizations, accredited observers and media representatives who participate in the official programme of the conference.

As the core diplomatic environment of the conference, the Blue Zone is where countries negotiate climate policies, hold high-level discussions and organize official side events. Press briefings, bilateral meetings and technical sessions also take place within this area. Because of the formal nature of these activities, access to the Blue Zone is strictly controlled and limited to participants who have received official accreditation through the UNFCCC.

Who Can Attend

Access to the Blue Zone is restricted to accredited participants. This typically includes national delegations representing governments, observer organizations recognized by the UNFCCC, United Nations agencies and accredited members of the media.

Accreditation

Participation in the Blue Zone requires official accreditation through the UNFCCC accreditation process. Accreditation is managed directly by the UNFCCC and is required for anyone wishing to attend negotiations, official meetings or side events in this area.

Security and Access

To ensure the safety and integrity of the conference, all participants entering the Blue Zone must comply with established security procedures. These include badge verification, security screening and adherence to restricted access zones within the venue. Participants are required to display their badges at all times while inside the Blue Zone.
