Overview

The Programme of COP31 brings together global leaders, policymakers, scientists, businesses, civil society, and youth to accelerate climate action and strengthen international cooperation.

Throughout the conference, a wide range of sessions, dialogues, and high-level meetings will address the most pressing climate challenges while promoting practical solutions and partnerships. The programme is designed to support constructive dialogue, foster consensus among nations, and translate commitments into tangible action.

Key thematic areas include clean energy transition, nature and biodiversity protection, sustainable food systems, resilient cities and infrastructure, climate finance, and technological innovation. Special sessions will also highlight the role of youth, education, and inclusive development in building a sustainable future.

Taking place in Antalya, COP31 will serve as a global platform where ideas, policies, and technologies converge to advance the goals of the Paris Agreement and accelerate collective efforts toward limiting global warming and strengthening climate resilience.

About the Leaders’ Summit

The COP31 Leaders’ Summit brings together heads of state and government from around the world to strengthen political momentum for global climate action. Held in Antalya under the auspices of the President of the Republic of Türkiye, the summit will provide a high-level platform for leaders to present national commitments, engage in bilateral dialogue, and advance collective solutions to the climate crisis. The summit aims to accelerate implementation of the Paris Agreement while fostering cooperation, trust, and shared responsibility among nations.

Programme Highlights

The COP31 Leaders’ Summit will feature a series of high-level sessions designed to advance global climate action and cooperation. The programme will include the High-Level Opening Session, where world leaders address the urgency of collective climate action, as well as National Statements in which heads of state and government present their climate priorities and commitments. Leaders Roundtable Sessions will focus on key themes such as resilient cities, climate finance, decarbonization, circular economy, and Blue Climate Action. The summit will also host bilateral meetings that provide opportunities for diplomatic dialogue and international cooperation. In parallel, Climate Leadership Roundtables will bring together policymakers, international organizations, and experts to explore practical solutions and implementation pathways, while special programmes under the leadership of Emine Erdoğan will highlight global sustainability initiatives, including the Zero Waste movement and circular economy solutions. Hosted in Antalya, Türkiye, on the Mediterranean coast, the summit offers a unique setting for global leaders to shape the future of climate cooperation.

High-Level Segment

The High-Level Segment of COP31 provides a platform for heads of state, heads of government, ministers, and senior representatives to present national statements and outline their countries' climate priorities and commitments.

Taking place in the Blue Zone, this segment highlights global leadership and reinforces the collective effort to address climate change through cooperation, dialogue, and shared responsibility.

About the High-Level Segment

The High-Level Segment is one of the central components of the COP31 conference programme. It brings together senior government representatives to deliver official national statements and share progress, ambitions, and priorities related to climate action.

Through these statements and discussions, countries reaffirm their commitments under the Paris Agreement and contribute to shaping the global climate agenda.
