Customs Procedures for Media
This guide explains customs procedures applicable to professional equipment and personal belongings brought into Türkiye by media personnel and delegation media teams attending COP31, with the aim of ensuring that customs procedures are completed promptly and efficiently. Media personnel are advised to review this guide prior to travel and to complete any required declarations in advance.
1. Commercial Shipments
Equipment sent to Türkiye as cargo or freight, rather than carried as accompanied baggage, is processed as a commercial shipment. The applicable procedures are set out on the COP31 Logistics page.
2. Equipment Brought as Accompanied Baggage
A. Personal Effects Permitted as Accompanied Baggage
Under Turkish customs legislation, passengers may bring certain personal effects and electronic/digital devices into Türkiye free of customs duties, provided that such items are not of a commercial quantity or nature and comply with the applicable quantity limits and other conditions.
Subject to the conditions stipulated under the applicable legislation, the following types of items may be permitted for personal use:
- Cameras and video cameras
- Laptops or personal computers and certain accessories thereof
- Data storage equipment such as external hard drives and flash drives
- Audio and video recording or playback devices
- Radios and similar electronic devices
- Other electronic and digital devices intended for personal use
Eligibility for duty-free entry is determined by the type, quantity and intended use of the goods. The complete list of exemptions applicable to goods that may be brought as accompanied baggage are available on the Passenger Transactions page of the Ministry of Trade of the Republic of Türkiye website.
B. Professional Media and Broadcasting Equipment
Media personnel and delegation media teams working within the scope of COP31 may enter Türkiye with professional equipment to be used for news coverage, broadcasting, filming and production activities during the conference.
Where professional media equipment is brought in large quantities such equipment may not qualify for the standard exemptions applicable to accompanied baggage.
Such equipment includes, but is not limited to:
- Professional photo and video cameras, camera bodies and lenses
- Microphones, audio recording equipment and sound systems
- Tripods, monopods and other camera support equipment
- Lighting equipment
- Broadcasting, live broadcasting and production equipment
- Audio and video transmission equipment
- Data storage and recording equipment
- Other professional media and technical equipment
It is important to provide advance information regarding the above-mentioned equipment to be used in connection with the conference for the purposes of customs procedures upon entry into Türkiye.
For professional equipment temporarily brought into Türkiye and intended to be re-exported after the conference, temporary importation or other applicable customs procedures may apply depending on the nature of the goods and the relevant customs procedure. In certain cases, international documents such as an ATA Carnet may be used.
Information
An ATA Carnet permits the temporary importation of professional equipment without payment of import duties, on condition that the equipment is re-exported. It must be obtained prior to travel from the competent issuing body, normally the chamber of commerce, in the holder’s country of departure.
C. Advance Notification to Facilitate Customs Procedures
Media personnel and delegation media teams are strongly advised to provide advance declaration of any professional equipment that may not qualify as standard accompanied-baggage exemptions or that may be subject to customs procedures upon entry into Türkiye. The declaration procedure is as follows:
- Complete the Media Equipment Customs Declaration Form (below).
- Submit the completed form by email to media.customs@cop31.tr, using the subject line
COP31–MEDIA CUSTOMS–[ORGANIZATION NAME]. - Submit the form no later than 6 November 2026 and prior to the arrival of the equipment (as accompanied baggage) in Türkiye.
Equipment lists will be shared with the relevant authorities, and the necessary coordination will be carried out to facilitate customs clearance upon arrival.
