Yes. All registered participants of COP31 Türkiye are required to obtain either a COP31 Visa or a COP31 Visa Exemption Certificate through the Türkiye e-Visa application system at https://evisa.gov.tr/en/

Once your registration for COP31 has been approved by the UNFCCC, you will receive a Registration Confirmation E-mail allowing you to access your UNFCCC Acknowledgement Letter.

You may then apply through the Türkiye’s e-Visa platform at https://evisa.gov.tr/en/

You will need to create an account using a valid email address and provide:

• the Registration Code from your UNFCCC Acknowledgement Letter;
• your personal and contact information;
• your travel information; and
• a passport-size photograph (maximum 4 MB).

After completing registration, a confirmation link will be sent to your email address. Click the link to activate your account.

Once your account is activated:

• log in to your account;
• complete all required fields and click Continue;
• review and accept the terms and conditions;
• verify that all information is correct; and
• submit the application.

If successful, the final page will display “Application is successful” and you will be directed to the visa application page, where you can download your COP31 Visa. Also, the COP31 Visa or COP31 Visa Exemption Certificate can be downloaded on the same webpage through “My Visa Applications” sections while the applicant is logged in to the user account.

In exceptional cases, applicants may be required to apply for a label COP31 Visa through a Turkish Diplomatic Mission. If this applies to you, you will be notified by a pop-up window on Türkiye’s e-Visa platform during your COP31 Visa application process.

The COP31 Visa will be issued free of charge to all registered participants of COP31 Türkiye.

You will need to provide:

• the Registration Code from your UNFCCC Acknowledgement Letter;
• your personal and contact information;
• your initial dates of arrival and departure;
• your travel document information;
• your travel information; and
• a passport-size photograph (must be in JPEG, JPG or PNG formats and maximum 4 MB). (Photo Guidelines)

No other supporting documents are required unless specifically requested.

Eligible applicants will be issued a multiple-entry COP31 Visa, valid from 1 November 2026 to 30 November 2026, with a maximum stay of 30 days.

Yes. Even if you are exempt from the visa requirement based on your nationality or travel document, you are still required to obtain a Visa Exemption Certificate through the Türkiye’s e-Visa platform at https://evisa.gov.tr/en/

Failure to obtain this document before travelling may result in delays or refusal of entry into Türkiye.

Yes. Although the European Union Laissez-Passer (EULP) is a recognized valid travel document in Türkiye, holders of EULP are subject to visa requirement to travel to Türkiye.

Accordingly, EULP holders attending COP31 must apply for a COP31 Visa.

Yes. Although UNLP holders are exempt from visa in their official visits to Türkiye, as part of COP31 arrangements all types of UNLP holders need to apply for “COP31 Visa Exemption Certificate” through Türkiye’s e-Visa platform at https://evisa.gov.tr/en/

All types of UNLP holders travelling to COP31 are required to carry a printed copy of the UNFCCC Acknowledgement Letter and “COP31 Visa Exemption Certificate” issued following approval of their application. Failure to present these documents upon arrival may result in refusal of entry into Türkiye.

In such cases, you must apply for a sticker visa through the nearest Turkish diplomatic mission by filling visa application form and making an appointment through www.konsolosluk.gov.tr.

The diplomatic mission may request additional documents or invite you for an interview before a decision is made.

The Republic of Türkiye does not disclose personal information provided through the e-Visa system for commercial purposes.

All information submitted during the application process, together with the issued COP31 Visa, is stored in secure information systems in accordance with the Personal Data Protection Law of Türkiye (Law No. 6698).

The barcode on the COP31 Visa contains the applicant's information in encrypted and electronically signed form. Access to this information is restricted to institutions authorized by the Ministry of Foreign Affairs of the Republic of Türkiye.

Applicants are responsible for protecting both the electronic and printed copies of their COP31 Visa. The Ministry of Foreign Affairs cannot be held responsible for any misuse resulting from the applicant's failure to safeguard the document.

No. Your COP31 Visa will be invalid if the information it contains does not exactly match the information in your travel document.

You must contact the UNFCCC secretariat at visas@unfccc.int and reapply for a new COP31 Visa.

As a general rule, the COP31 Visa cannot be extended and cannot be converted into a residence permit.

If you are required to remain in Türkiye beyond the validity of your COP31 Visa due to medical reasons or force majeure, you should immediately inform the UNFCCC Secretariat at visas@unfccc.int.

Exceeding your permitted period of stay may result in administrative fines, deportation, or a ban on future entry into Türkiye.

Your application will be processed as soon as it is submitted successfully. The visas will be issued normally within seven working days.

Processing times may vary depending on the circumstances of the application. Participants are strongly encouraged to apply for the COP31 Visa promptly once their UNFCCC registration is confirmed.

No. You are not required to provide your flight details when submitting your application. However, you must indicate your intended dates of arrival in and departure from Türkiye.

Yes. Under the relevant Turkish legislation, all foreign nationals travelling to Türkiye are required to have valid travel medical insurance.

You are not required to upload your insurance policy during the application process. However, you may be asked to present proof of valid travel medical insurance upon arrival in Türkiye.

Applications may be submitted by holders of the following travel documents:

• Ordinary Passport
• Diplomatic Passport
• Official Passport
• Service Passport
• Special Passport
• United Nations Laissez-Passer (UNLP) (all types)
• European Union Laissez-Passer (EULP)

Participants travelling on any other type of travel document must apply for a sticker COP31 Visa through a Turkish diplomatic mission.

Yes. The COP31 Visa is a multiple-entry visa. You may enter and re-enter Türkiye during its validity period, provided that you comply with the conditions of your visa.

You can check the status of your application on the Türkiye’s e-Visa platform (https://evisa.gov.tr/en/) under “My Visa Applications” section while the applicant is logged in to the user account.

No. A COP31 Visa is available only to participants whose attendance has been approved by the UNFCCC.

Accompanying persons who are not registered participants of COP31 Türkiye are not eligible for a COP31 Visa and must follow the standard Turkish visa application procedures, where applicable.

The sticker COP31 Visa will be issued free of charge to applicants whose participation has been approved by the UNFCCC, regardless of whether it is issued as an electronic visa or a sticker visa.

Yes. Even if you already hold a valid Turkish visa covering the COP31 period, you are still required to obtain a COP31 Visa or, where applicable, a Visa Exemption Certificate through the Türkiye e-Visa platform. This enables your entry as an approved COP31 participant under the dedicated COP31 visa arrangements.

The delegations headed by a Head of State or Government are required to contact the Directorate General of Protocol and Diplomatic Affairs of the Ministry of Foreign Affairs of Türkiye or a Turkish Diplomatic Representation regarding protocol arrangements, including special visa procedures.
