Why It Matters

Climate-resilient cities to ensure liveable places for everyone.

Cities generate around 70 per cent of global greenhouse gas emissions while facing some of the most severe climate impacts, with nearly 15 per cent of major cities exposed to both extreme flooding and drought. In response, the Action Agenda on Climate-Resilient Cities aims to drive systemic transformation by scaling up low-carbon solutions, improving energy performance, and mobilizing investment to support resilient and future-ready urban systems.

Core Focus Areas

Whole-Life Building Emissions

COP31 prioritizes reducing greenhouse gas emissions across the entire life cycle of buildings, from design and construction through operation and end-of-life. The aim is to transform the built environment through low-carbon materials, energy-efficient design and the reduction of embodied carbon.

Green Building Certification

Green building certification systems are promoted to mainstream sustainable buildings and settlements. COP31 aims to ensure that high-performance structures stand out in the market through transparent and comparable standards.

Sustainable Finance for Cities

Sustainable and scalable financing mechanisms are supported so that cities can deliver their climate transformation. COP31 aims to mobilize public and private capital and strengthen local governments' access to low-carbon infrastructure investment.

Resilient Infrastructure and Standards

The widespread adoption of resilient infrastructure and building standards is promoted to withstand climate impacts. COP31 supports scaling up the norms that protect urban systems against extreme weather events and long-term climate risks.
