Action Agenda

Food Security

Advancing the global transition toward sustainable and resilient food systems.

Why It Matters

Advancing the global transition toward sustainable and resilient food systems.

Food Security theme focuses on addressing the acute food insecurity faced by approximately 318 million people due to climate shocks. It also aims to transform food systems — which are responsible for one-third of global emissions yet receive only 4 per cent of climate finance. To bridge this gap, COP31 will drive transformation through these key priorities:

Core Focus Areas

Food-Water-Climate Nexus

COP31 treats food, water and climate not as siloed agendas but as a single interdependent system. The Presidency will promote integrated approaches that improve resource efficiency and strengthen cross-sectoral resilience to climate shocks.

Finance for Women Farmers

Women farmers form the backbone of global food production yet face disproportionate barriers in accessing climate finance. COP31 will champion targeted financing instruments that lower these barriers and strengthen women's resilience on the front lines of climate change.

Youth for Food & Climate

Through the Youth for Food & Climate Action initiative, COP31 places younger generations at the heart of sustainable food systems. The initiative will support green jobs, skills development and youth leadership across the agricultural value chain.

Climate-Resilient Agriculture

COP31 prioritizes building resilient agricultural systems that protect producers against drought, flooding and shifting climate conditions. The Presidency will support the scaling of adaptation-focused practices and climate-smart technologies.
