Industry accounts for a significant share (25%) of global emissions, with hard-to-abate sectors facing the most complex decarbonisation pathways. Simultaneously, many developing countries require support to build green industrial foundations from the outset. COP31 will advance policy dialogue and practical mechanisms for inclusive industrial transformation.

The Green Industrialization aims to accelerate the transformation of industrial systems toward near-zero emissions while supporting economic competitiveness, innovation, and sustainable development. With a focus on scaling solutions for hard-to-abate sectors such as steel, cement, chemicals, aluminium, and fertilizers, it promotes the deployment of clean technologies while strengthening international cooperation, and access to finance and technology. Under the COP31 Action Agenda, the initiative seeks to enhance coordination among existing global platforms and support inclusive industrial transformation in developing economies.

Core Focus Areas

International Cooperation

COP31 will establish international cooperation platforms among countries, industry stakeholders, and financial actors to accelerate competitive green industrial transformation. Through shared standards, knowledge exchange, and technology transfer, it aims to advance global industrial transformation in a coordinated manner.

Decarbonisation Hubs

Country-led industrial decarbonisation hubs will strengthen investment readiness by reflecting regional resources and priorities. COP31 will promote the development of these hubs to help reduce barriers to private sector investment.

Market Creation and Demand

Supporting market creation and demand growth for low-carbon industrial products is a priority for making the transition economically sustainable. COP31 will encourage the strengthening of these markets through public procurement, green product standards, and demand-side mechanisms.

Near-Zero Emission Technologies

Scaling up near-zero emission technologies in hard-to-abate sectors such as steel, cement, chemicals, aluminium, and fertilizers lies at the heart of industrial transformation. COP31 will support collaboration and financing approaches that accelerate the move from pilot applications to commercial scale.

Sustainable Value Chains

Strengthening sustainable value chains and innovative clean industry ecosystems will enhance the resilience and inclusiveness of the transformation. COP31 will foster innovation, circularity, and collaboration across the chain, from raw materials to final products.
