COP31 35-by-35 Global Electrification Pledge

We, Heads of State and Government, as the Participants in the COP31 ‘35-by-35 Global Electrification Pledge’:

Recognising that achieving the goals of the Paris Agreement and keeping 1.5 degrees alive requires accelerated progress across a broad range of technologies and approaches, including in energy efficiency, renewable energy deployment, electrification, emissions abatement and removals, and other technologies and approaches of end uses across transport, buildings and industry,

Recognising analysis from the International Energy Agency (IEA) and the International Renewable Energy Agency (IRENA) that, in pathways consistent with limiting warming to 1.5°C, electricity’s share of total final energy consumption needs to rise to around 35% by 2035 and above 50% by 2050, supported by diverse and sustainable energy sources, consistent with the goals of the Paris Agreement and informed by the outcomes of the Global Stocktake, alongside storage, system flexibility, and modern and resilient grids,

Recognising that current global trajectories for electrification will fall short of this level and that accelerated action is required to unlock the full potential of electrification across the global economy;

Recognising that increasing electricity’s share of final energy consumption can complement and reinforce existing efforts to expand renewable energy and improve energy efficiency by translating electricity supply into economy-wide emissions reductions,

Recalling decision 1/CMA.5, on the outcome of the first Global Stocktake,

Acknowledging that this pledge represents a global objective and that electrification pathways and rates, including the use of clean electricity and technologies will differ according to different starting points, national circumstances and the unique realities of different regions, and that each Participant retains full authority to determine its own electrification policies, plans and strategies,

Recognising that electrification advances emission reductions, energy efficiency, energy security, economic development and energy access, and the reduction of energy poverty,

Acknowledging that many electrification technologies are already mature, widely deployable and increasingly cost-effective in many contexts,

Recognising the critical role of enabling infrastructure, particularly transmission and distribution grids, in enabling widespread electrification, and the urgent need to mobilise increased, accessible and affordable finance for grids, storage and system strength investments, particularly in LDCs, SIDS and other developing economies;

We declare our intent to work collaboratively and expeditiously to pursue the following objective:

To increase electricity’s share of total final energy consumption, to reach 35% globally by 2035 (‘35 by 35’), consistent with pathways consistent with keeping 1.5°C alive and complementary to efforts to expand renewable energy and improve energy efficiency.

To support this collective ambition, we commit to:

Accelerate equitable electrification across sectors and economies through nationally determined policies, strategies and actions, reflected in national climate, energy and development planning processes, including NDCs and long-term low greenhouse gas emission development strategies as appropriate,

Strengthen efforts to develop resilient and reliable electricity networks, together with storage and system flexibility, to support the growing role of electricity in final energy consumption,

Strengthen efforts to mobilise finance, expand investment-ready project pipelines and enhance access to finance for electrification, grids, off-grid generation, storage, particularly in LDCs, SIDS and other developing countries, including grant-based and concessional instruments that reduce the cost of capital,

Cooperate with multilateral development banks, international financial institutions, bilateral partners, philanthropic organisations and private investors, in line with agreed climate finance outcomes,

Support the advancement of electrification through knowledge sharing, capacity building, technology development and transfer, and policy toolkits that help countries advance their nationally determined electrification priorities,

Commit to agree on a way forward to review collective progress on electrification, making use of existing analytical and reporting processes, including the IEA and IRENA reports,

Ensure that the implementation of this pledge supports just transitions, decent work and skills development, and protects workers and people in affected sectors and economies,

Call on all governments to join the COP31 ‘35-by-35 Global Electrification Pledge’, and welcome further voluntary actions, partnerships and financial commitments that contribute to its implementation

The pledge follows the Governments’ Joint Statement on the launch of Electrify Now of 23 June 2026 and the COP31 Presidency’s “35% by 2035” electrification target announced in Bonn as part of the Action Agenda launch.
